Requires the Department of Budget and Finance, in consultation with the Department of Accounting and General Services and the Office of Enterprise Technology Services, to develop and procure a uniform financial database for use by all state agencies based on the Caspio system currently used by the Department of Education.

The uniform database will improve government accountability and transparency, leverage existing information technology systems, and consolidate data from multiple systems into a single system of record while normalizing disparate account coding practices across state agencies.

The Caspio-based system tracks capital improvement projects from inception to completion and integrates financial data including project budgets, appropriations, scheduling, contractor documentation, contract changes, and payment transactions.

Appropriates unspecified general revenues for fiscal years 2021-2022 and 2022-2023 for development and procurement of the uniform financial database.

Takes effect July 1, 2021.
