Requires the Department of Education, in consultation with and approval from the Board of Education, to develop and implement a plan to reduce the use of external contracts for curricula, instruction, and testing in public schools.

Mandates the Department of Education convene an advisory committee including members from the exclusive representative for bargaining unit (5) and other appropriate stakeholders to recommend strategies for developing and implementing the reduction plan.

Requires an interim report to the legislature by December 31, 2023, including advisory committee membership, findings, recommendations, and a timeline for plan completion and implementation.

Requires a final report to the legislature no later than twenty days prior to the 2024 regular legislative session, including the complete plan and any proposed legislation needed for implementation.

Takes effect on July 1, 2050.
