• Permits physicians, osteopathic physicians, and physician assistants licensed in other states to provide telehealth services to Hawaii patients through telehealth without a Hawaii license, subject to pre-existing patient relationships.

• Allows out-of-state licensed mental health professionals (marriage and family therapists, mental health counselors, psychologists, and social workers) to provide telehealth services to Hawaii patients with pre-existing relationships, restricted from soliciting new clients in the state.

• Clarifies telehealth definitions across multiple health insurance and licensing statutes to exclude standard phone calls, facsimile transmissions, and email from constituting telehealth services.
