Extends the hospital sustainability program through December 31, 2023, with certain provisions extending through June 30, 2024.

Increases the maximum hospital sustainability fee cap from 4% to 5.5% of net patient service revenue for both inpatient and outpatient care services.

Extends the payment deadline for hospitals to remit fees from 30 days to 60 days after the end of each calendar month.

Increases the minimum percentage of revenue used for medicaid services from 88% to 90%, and adds new eligible uses including supportive housing, behavioral health, vaccinations, preventive health, primary care, and home and community-based services.

Establishes a minimum aggregate net benefit requirement for private hospitals equal to fiscal year 2021 levels, with consultation between the department and hospital trade association if material changes occur in medicaid membership or other factors.
