Authorizes licensed medical cannabis dispensaries to sell cannabis propagules and cuttings to qualifying patients and primary caregivers authorized to cultivate medical cannabis plants.

Defines "propagule" as any part of a cannabis plant that can be used to grow a new plant, and "cutting" as a cannabis plant stem taken for rooting and growth into a new plant.

Limits qualifying patients and primary caregivers to purchasing no more than 5 propagules or cuttings within 15 days or 10 within 30 days.

Requires all propagules and cuttings sold by dispensaries to undergo laboratory testing for residual pesticides and heavy metals before distribution.

Exempts the propagule and cutting limits from applying to qualifying out-of-state patients and their caregivers.
