Increases the rental motor vehicle surcharge tax from $5 to $8 per day for counties with a resident population between 125,000 and 195,000.

Designates $3 of every $8 collected from the increased surcharge tax in eligible counties to be deposited into that county's subaccount within the state highway fund for capacity improvement projects.

Applies to rental motor vehicles operated in qualifying counties and exempts replacement vehicles for vehicles undergoing repair when repair documentation is maintained.

Takes effect on January 1, 2023.
