Authorizes counties to adopt ordinances allowing up to one dwelling per quarter-acre in rural districts, reducing the current minimum density requirement from one dwelling per half-acre.

Requires that any dwellings constructed under new county ordinances must be consistent with the county general plan and community development plans.

Amends Hawaii Revised Statutes Section 205-2(a)(2) and (c), and Section 205-5(c) to change minimum density standards from one-half acre to one-quarter acre for rural district residential development.

Maintains minimum lot size of one-half acre while allowing increased residential density through county discretion rather than statewide mandate.

Effective date: July 1, 2050.
