Requires entities receiving state funds and financial assistance to identify and donate unnecessary but functioning electronic devices and televisions to nonprofit refurbishers beginning January 1, 2022.

Entities must remove data and content from devices before donation and report annually to the department on device type, charitable contribution claimed, and receiving refurbisher name.

Covered refurbishers must be 501(c)(3) nonprofits registered in Hawaii with physical operations, and must repair/refurbish devices for sale to eligible recipients at no more than $50 per device (enterprise hardware excepted) or recycle unusable devices.

Eligible recipients include nonprofits, Hawaii residents in need, and government entities; recipients cannot resell or lease devices received under the program.

Department of Accounting and General Services shall maintain a website listing covered refurbishers, conduct compliance inspections, and submit annual reports to legislature; violations carry penalties of $1,000 for first offense and $2,000 for subsequent violations.
