Amends Hawaii Revised Statutes Section 707-714 to add specific penalties for reckless endangering in the second degree when committed under certain disease transmission circumstances.

Establishes a mandatory fine of not less than $500 and not more than $4,000 (in addition to other penalties) when a person knowingly boards a commercial flight into Hawaii after testing positive for or believing they may be infected with an airborne pathogen.

Applies the enhanced penalties only when a state of emergency has been declared for the State or relevant county due to the public health threat posed by the airborne pathogen.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that existed before the effective date.
