HB 539 Summary

• Establishes a threat assessment team program within the Hawaii state fusion center to train, develop, and operate multidisciplinary threat assessment teams across state agencies and educational institutions.

• Authorizes healthcare providers, educational institutions, and the fusion center to share protected health information, educational records, and criminal history information with vetted threat assessment team liaisons when an individual poses a threat of violence, displays significantly disruptive behavior, or needs assistance.

• Requires threat assessment team members to protect shared information by prohibiting redisclosure and limiting use solely to threat assessment purposes.

• Mandates the Department of Education, state public charter school commission, and University of Hawaii to establish education threat assessment teams with members trained in mental health, security, emergency preparedness, Title IX, and student discipline.

• Takes effect on July 1, 2050.
