Transfers regulation and oversight of measurement standards from the department of agriculture to the department of commerce and consumer affairs.

Amends Hawaii Revised Statutes Section 486-1 to redefine "director" as the director of commerce and consumer affairs and change "department" references from agriculture to commerce and consumer affairs.

Repeals definitions of "board" and "chairperson" related to the board of agriculture and substitutes "department" for "board" throughout multiple sections of Chapter 486.

Transfers all rights, powers, functions, duties, appropriations, records, equipment, and property held by the department of agriculture related to measurement standards to the department of commerce and consumer affairs.

Employees transferred as a result of this Act retain their civil service status, salary, seniority, vacation and sick leave credits, and other benefits without loss.
