Requires all household appliance retailers in Hawaii to display conspicuous signage showing available energy efficiency rebates funded by the public utilities fee and Hawaii-specific energy operation costs based on the 2020 statewide average residential electricity rate.

Applies only to household appliances that appear on a retailer's showroom floor and match categories required by the Federal Trade Commission to include EnergyGuide labels as of July 1, 2021.

Designates the public benefits fee administrator to create a signage template by January 1, 2022, with retailers required to display the signage by July 1, 2022, and the template to be updated every three years minimum.

Assigns the Hawaii state energy office to publish requirements on its website and provide a draft notification letter for distribution to retail establishments.

Takes effect July 1, 2050.
