Requires the legislative reference bureau to conduct a study on telework and alternative work schedules for state employees, examining best practices, standards, and procedures.

Study must address which employee categories and positions are suitable or unsuitable for telework, including feasibility of telework for employees who serve as caregivers.

Study must evaluate use of personal devices for telework, impacts on state IT assets, incentive programs, management promotion of telework options, and annual percentage targets by department for telework-eligible positions.

Requires all state departments and agencies to cooperate with the legislative reference bureau by providing necessary information and data for the study.

Legislative reference bureau must submit report with findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2022 regular legislative session convenes.
