Establishes the Joint Legislative Emergency Response and Recovery Committee composed of 3 House members (designated by the Speaker with one co-chair, including one minority member if applicable) and 3 Senate members (designated by the Senate President with one co-chair, including one minority member if applicable).

Grants committee members authority to conduct informational briefings, ask questions of state officers about their departments' emergency response roles, and submit written inquiries requesting documents and materials related to federal allocations and their uses and outcomes.

Requires state officers to respond to written inquiries within 3 business days of receipt, unless otherwise specified or an extension is granted.

Allows the committee to convene when the legislature is not in session if both a state of emergency has been declared by the governor and Congress has provided the State with over $25,000,000 in federal emergency relief funding.

Permits the legislature to convene in special session in accordance with the state constitution to act on the committee's recommendations regarding federal funds.
