Allows grandparents to petition family courts for reasonable visitation rights with their grandchildren.

Requires courts to find that grandparent visitation is in the child's best interest and that denial of visitation would cause significant harm to the child before awarding visitation rights.

Establishes a rebuttable presumption that a parent's decision regarding visitation is in the child's best interest, which can be overturned by preponderance of evidence showing denial would cause significant harm.

Directs courts to apply the same standards, considerations, and procedures used for parent visitation rights when awarding grandparent visitation.

Makes violations of grandparent visitation orders subject to court sanctions and contempt of court proceedings under Hawaii Revised Statutes section 571-81.
