Requires the Hawaii emergency management agency and Hawaii tourism authority to implement a program providing complimentary hotel rooms to healthcare workers (including registered nurses and certified nursing assistants) and first responders at higher risk of COVID-19 exposure.

Program eligibility includes individuals who want to limit the possibility of exposing their respective households and families to COVID-19.

Program terminates on January 1, 2022.

Builds on previous "Hotels for Heroes" initiatives implemented from April 6, 2020 to May 31, 2020, and a "Hotels for Heroes 2.0" program that ran from August 24, 2020 to December 31, 2020.

Takes effect upon approval.
