Establishes the Oahu Community Correctional Center Site Redevelopment Working Group within the Office of Planning to plan for redevelopment of the jail site and surrounding area after the facility relocates.

Working group shall study best uses of the site, zoning changes, infrastructure ownership issues, climate change effects, integration with Honolulu rail transit, and economic benefits for the Kalihi community.

Membership includes representatives from state agencies (governor, education, public safety, transportation), county officials (mayor, city council member, planning director), Honolulu Authority for Rapid Transit, Kalihi/Palama Neighborhood Board, and community organizations including Kamehameha Schools, Kokua Kalihi Valley, and Susanna Wesley Community Center.

Working group shall not convene before January 1, 2026, must hold public meetings with at least two dedicated for public comment, and shall submit reports to the governor, legislature, mayor, and city council by twenty days before the 2027 and 2028 legislative sessions.

Working group ceases to exist June 30, 2028; appropriation provided for fiscal years 2021-2022 and 2022-2023; Act takes effect July 1, 2030.
