Extends the temporary commission on the thirteenth festival of Pacific arts from June 30, 2021 to August 31, 2025 to allow continued planning for the festival postponed to 2024 due to COVID-19.

Permits commission members to discuss official board business outside of properly noticed public meetings without regard to chapter 92, Hawaii Revised Statutes (state open meetings law).

Acknowledges the commission lacks a contractor and members must personally handle fundraising, foreign delegation communication, event scheduling, volunteer organization, and logistics for housing, transportation, meals, security, and medical services.

Commits the commission to maintaining chapter 92 compliance through regularly-scheduled open meetings, posted notices, and published minutes.

Effective date: July 1, 2065.
