H.B. 627 Summary

• Authorizes the director of finance to issue special license plates commemorating the Polynesian Voyaging Society to Hawaii resident motor vehicle owners upon application and fee payment.

• Requires the director of finance of Honolulu, in consultation with other county directors of finance, police chiefs, and the Polynesian Voyaging Society board, to establish a plate design that identifies the organization and meets visibility and safety standards.

• Prohibits special plate designs from infringing intellectual property rights, displaying obscene images, advertising commercial products, promoting religious beliefs, or promoting philosophies based on prejudice.

• Charges vehicle owners a special plate fee covering the county's production and administrative costs plus a fundraising fee determined by the director of finance in consultation with the Polynesian Voyaging Society board, with revenue directed to the organization.

• Revokes all special plates if fewer than 150 vehicles obtain them within three years of initial issuance; takes effect July 1, 2065.
