Reclassifies the notaries public fund and criminal forfeiture fund from "revolving funds" to "special funds" throughout Hawaii Revised Statutes sections 456-9.5, 456-18, and 712A-16.

Reclassifies the litigation deposits trust fund as a "trust account" rather than a "trust fund" in section 28-16, with clarified provisions for subsidiary accounts and transfer of residual funds within 30 days of case closure.

Abolishes the Hawaii criminal justice commission trust account (established in 1985) and transfers any remaining unencumbered balance to the general fund.

Abolishes the national mortgage settlement trust account (administratively established in 2012) and transfers any remaining unencumbered balance to the general fund.

Takes effect July 1, 2060, with an exception that amendments to section 712A-16 shall not be repealed when that section is reenacted on June 30, 2022 by Act 161, Session Laws of Hawaii 2016.
