Amends Hawaii Revised Statutes section 84-11.5(d) to add a new exemption to gift reporting requirements for food and beverages valued under $25.

Exempts meals or beverages with a total value of less than $25 provided at informational meetings, presentations, or goodwill events from gift reporting requirements.

Applies the exemption only when food and beverages are provided to persons not required to register as lobbyists under chapter 97 of Hawaii law.

Takes effect upon approval by the Governor.
