Amends Hawaii Revised Statutes sections 571-52, 571-52.2, 576D-7, and 576E-16 to include tips or gratuities paid directly to an individual by a customer and reported or declared to the employer within the definition of "income."

Expands the income considered for calculating child support and spousal support obligations to include reported or declared tips received by service industry workers.

Applies these income modifications across child support guidelines (section 576D-7), spousal support withholding (section 571-52), family support assignment (section 571-52.2), and family support withholding (section 576E-16).

Does not affect rights, duties, penalties, or proceedings that began before the act's effective date.

Takes effect upon approval.
