Amends Hawaii Revised Statutes Section 11-341(d) to exclude certain communications from "electioneering communication" reporting requirements.

Exempts sundry items such as bumper stickers, stickers, or novelty items directly associated with a candidate's campaign committee from electioneering communication disclosure rules.

Exempts advertisements broadcast, published, or distributed by a candidate or their candidate committee promoting their election or opposing an opponent, provided compliance with section 11-391.

Changes grammatical language in the definition section from plural to singular forms for consistency and clarity.

Takes effect on July 1, 2112.
