Amends Hawaii Revised Statutes Section 127A-29 to increase the maximum fine for violating emergency rules from $5,000 to $10,000 when noncompliance jeopardizes the health or safety of government personnel with "emergency worker" status.

Maintains existing penalties of up to one year imprisonment or both fine and imprisonment for violations of emergency rules prescribed by the governor or mayor.

Applies the increased $10,000 fine only when violations of emergency rules endanger the health or safety of essential government workers as defined in Section 127A-8, HRS.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the bill's effective date.
