Adds a new section to Hawaii Revised Statutes Chapter 663 providing immunity to the State and counties from liability for personal injuries or property damage arising from repair or maintenance of roads with disputed ownership or jurisdiction between the State and counties.

Specifies that roads covered by the immunity provision are those defined as "streets" under section 291C-1 where ownership or jurisdiction is in dispute between the State and a county.

Clarifies that performing repair or maintenance work on a disputed road does not confer or establish ownership or jurisdiction over that road.

Addresses the problem of unmaintained "roads in limbo" by removing liability barriers that discourage government agencies from performing necessary repairs and maintenance.

Effective upon approval.
