Amends section 84-14 of Hawaii Revised Statutes to include legislators alongside employees in conflicts of interest provisions regarding financial interests and official actions.

Prohibits legislators and employees from taking official action affecting businesses or undertakings in which they have substantial financial interests, or from acquiring such financial interests if they have reason to believe they will be involved in official action on that matter.

Clarifies that conflicts of interest restrictions do not prohibit legislators from introducing bills and resolutions, serving on committees, making statements, or taking legislative action in the exercise of their legislative functions.

Allows task force members to participate despite potential conflicts if they publicly disclose the nature and extent of any interests or transactions that may be affected by their official action.

Effective July 1, 2112.
