Establishes the taxation rebalancing and repurposing task force within the department of taxation to study general excise tax, income tax, and county property tax programs.

Task force shall examine opportunities to make tax administration more effective and efficient, responding to resident needs, minimizing duplication of state and county resources, ensuring tax revenues match their sources, and lowering tax burdens while maintaining government services.

Task force membership includes the governor (chairperson), all county mayors, the speaker of the house of representatives, and the president of the senate, with members serving without compensation but receiving reimbursement for reasonable expenses.

Task force must submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2022 regular session convening.

Task force expires on June 30, 2022, with the act taking effect July 1, 2021.
