Amends Hawaii Revised Statutes Section 708-811 to expand burglary in the second degree offense to include unlawfully entering or remaining on critical electrical infrastructure with intent to commit a crime.

Defines "critical electrical infrastructure" as areas integral to power plants, electric transmission facilities, electric stations or substations, or other facilities supporting generation, transmission, or distribution of electricity.

Excludes support offices, land used for electricity transmission, and right-of-way not completely enclosed and maintained by electric utilities from the definition of critical electrical infrastructure.

Requires critical electrical infrastructure to be fenced or enclosed to exclude intruders and posted with warning signs stating "Private Property – Critical Electrical Infrastructure (HRS §708-800) – No Trespassing" with letters at least two inches high, placed at intervals of no less than three signs per mile.

Maintains burglary in the second degree as a class C felony with this amendment taking effect upon approval.
