HB 691 Summary

• Requires University of Hawaii to provide trauma-informed training to employees responsible for investigating sexual and domestic violence incidents and assisting victims.

• Mandates UH designate confidential advocates on each campus and annually distribute written and electronic materials to all students and employees about Title IX, the Violence Against Women Act, and campus sexual harassment and assault policies.

• Requires UH to enter into and maintain a memorandum of understanding with a service provider for sexual assault and harassment victims to develop policies and programs, and may provide off-campus confidential services.

• Obligates private colleges and universities authorized to operate in Hawaii to implement, to the maximum extent possible, the same campus safety and accountability procedures and protocols as the University of Hawaii system.

• Takes effect upon approval.
