Establishes a North Road task force within the department of transportation to research and recommend solutions for the privately-owned road located in the Ewa Beach community that is used extensively by the public.

Task force shall investigate ways to mitigate environmental and safety dangers on North Road, calculate the cost to transfer ownership to the city and county of Honolulu, and consider alternative solutions.

Task force membership includes the state director of transportation (chair), city transportation and planning directors, state legislators from Ewa, a Honolulu city council member, and a U.S. Congressional representative, plus invited representatives from the U.S. Navy and current property owner YHB Ewa, LLC.

Road conditions identified as public health and safety hazard due to lack of sidewalks, lighting, and bus service; children walking to school face injury risks and illegal dumping has contaminated the area.

Task force must submit findings and recommendations to the legislature and Honolulu city council no later than twenty days before the 2022 regular legislative session; task force ceases to exist June 30, 2022.
