HB 709 Summary

• Exempts qualified disabled veterans from annual vehicle weight tax in addition to existing exemptions from annual vehicle registration fees.

• Applies to disabled veterans who are Hawaii residents, have been honorably discharged from the U.S. Armed Forces, and have a 100% service-connected disability rating from the U.S. Department of Veterans Affairs.

• Exemption covers only one vehicle per disabled veteran and does not apply to vehicles used for commercial purposes.

• Requires the Director of the Office of Veterans' Services to submit annual reports to the legislature and Department of Taxation showing the number of disabled veterans who qualify for the exemption.

• Effective date is July 1, 2021.
