Appropriates funds for fiscal biennium 2021-2023 to implement collective bargaining cost items negotiated with bargaining unit (8), including salary increases and health benefits trust fund costs.

Provides equal salary adjustments and health benefits costs to state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (8) members.

All appropriated funds are to be distributed by the director of finance to state departments for expenditure in their respective fiscal years.

Salary increases and cost adjustments for employees paid from federal, special, or other funds shall be paid proportionately from those respective funding sources.

Takes effect on December 25, 2040; any unencumbered appropriations from fiscal year 2021-2022 shall lapse by June 30, 2023.
