Amends Chapter 711 of Hawaii Revised Statutes to create a new petty misdemeanor offense for prohibited use of shopping carts on public roadways, sidewalks, or parks under state or county jurisdiction.

Prohibits persons from using or possessing shopping carts not owned by them while traversing or being present in public spaces, provided the cart has identification and warning signs are posted at the business establishment.

Exempts the cart owner, agents of the owner, business employees, customers actively transporting purchases within a reasonable time and distance, and persons with written consent from the owner or manager.

Violation constitutes a petty misdemeanor offense.

Takes effect upon approval; does not affect rights, duties, or proceedings that occurred before the effective date.
