Amends Hawaii Revised Statutes Section 127A-13 to add new limitations on the governor's emergency powers regarding travel restrictions during declared states of emergency.

Prohibits travel restrictions implemented during a state of emergency from applying to essential workers unless the governor first approves such application to those workers.

Defines "essential workers" to include 25 categories of workers such as healthcare workers, government employees, news media personnel, agricultural workers, maritime workers, clergy, and others supporting critical infrastructure and services.

Defines "mission essential functions" as the limited set of government functions that must be continued throughout or resumed rapidly after a disruption of normal operations.

Takes effect on July 1, 2050.
