Requires purchasing agencies to give preference to qualified Medicaid providers when soliciting competitive proposals for health and human services contracts under section 103F-402.

Mandates that when two otherwise equivalent applicants compete for the same contract, the purchasing agency must select the applicant who is a qualified Medicaid provider.

Allows applicants that are not qualified Medicaid providers at the time of contract award up to one year to apply for and obtain Medicaid provider qualification from the Department of Human Services.

Requires the Department of Health to provide a memorandum of understanding to each awarded provider explaining how to capture federal Medicaid funds.

Effective date: July 1, 2060.
