Amends Hawaii Revised Statutes Section 42F-103(b) to allow organizations to qualify for state grants if they are either incorporated under Hawaii law OR registered with the Department of Commerce and Consumer Affairs with a valid certificate of vendor compliance.

Certificate of vendor compliance must document the organization's proof of compliance and good standing with the U.S. Internal Revenue Service, Department of Taxation, Department of Labor and Industrial Relations, and Department of Commerce and Consumer Affairs.

Retains existing requirement that grant-receiving organizations must have bylaws or policies describing how activities or services funded by the grant shall be conducted or provided.

Takes effect on July 1, 2050.
