Amends Section 329-130, Hawaii Revised Statutes to change the effective date for restrictions on medical cannabis sources from December 31, 2023 to December 31, 2021.

Requires qualifying patients to obtain medical cannabis or manufactured cannabis products only from a licensed dispensary under chapter 329D or by cultivating cannabis themselves in amounts not exceeding an adequate supply.

Prohibits primary caregivers from cultivating cannabis for any qualifying patient after the effective date.

Allows qualifying patients to cultivate cannabis at a shared location with no more than four other qualifying patients (maximum five total per location).

Takes effect upon approval.
