Amends Section 346-53, Hawaii Revised Statutes to establish new state supplemental payment rates for adult residential care facilities, licensed developmental disabilities domiciliary homes, community care foster family homes, and certified adult foster homes, effective July 1, 2021, with blank spaces indicating rates to be determined.

Modifies payment structure for facility type I homes by replacing the existing $651.90 cap with a new unspecified rate beginning July 1, 2021.

Modifies payment structure for facility type II homes by replacing the existing $759.90 cap with a new unspecified rate beginning July 1, 2021.

Amends Section 346D-4.5 to increase the monthly needs allowance supplemental payment from $50 to an unspecified amount per month for individuals in foster homes, care homes, domiciliary homes, and other long-term care facilities.

Takes effect on July 1, 2021.
