Appropriates funds for the Hawaii emergency management agency to acquire mobile communications, water, and power service capabilities for deployment to each county during emergencies.

Mobile emergency communications units would provide workstations and satellite communications with voice and data connectivity to residents whose services have been disrupted by disasters.

Mobile emergency water treatment systems would enable treatment of contaminated water following natural or manmade disasters as an alternative to excessive reliance on bottled water.

Mobile power centers or generators would assist communities in recovery efforts following disasters.
