Establishes a task force to review Hawaii's food security and food safety practices and recommend actions to ensure food imports comply with the federal Food Safety Modernization Act, including proper temperature and handling controls from source to point of sale.

Directs the task force to develop recommendations preventing imported foods and brands from misleading consumers through packaging, advertising, or labeling that falsely implies Hawaiian origin or local production qualities.

Task force membership consists of the director of health, two senate members, two House committee chairpersons (agriculture and health), one University of Hawaii tropical agriculture professor, and two private Hawaii-owned food distribution business owners.

Task force members serve without compensation and must submit findings and recommendations to the legislature no later than twenty days before the 2022 regular session convenes.

Task force dissolves on June 30, 2022, and the Act takes effect on July 1, 2021.
