Honors Elmer Franklin Cravalho, who served as Maui's first mayor from 1969 to 1979 and as the first speaker of the state house of representatives following Hawaii's statehood

Recognizes Cravalho's role in relaying Congress' approval of Hawaii's statehood and his contributions to Maui's development, including the waterline from Wailuku to Wailea that enabled Kihei's development

Specifies that the renaming shall not affect any federal or state funding for the road

Takes effect on July 1, 2050
