Amends Section 103-8.5, Hawaii Revised Statutes to add funding for the State of Hawaii Museum of Natural and Cultural History and State of Hawaii Museum of Monarchy as an allowable use of the works of art special fund.

Clarifies that the one percent transfer requirement for capital improvements applies only to appropriations designated for construction or renovation of state buildings.

Permits the works of art special fund to be used for the two museums in addition to existing purposes: art acquisition, site modifications, art maintenance and restoration, and transportation of artworks.

Takes effect July 1, 2065, with an automatic sunset on June 30, 2022, reverting the statute to its prior form.
