Amends the definition of "qualified community rehabilitation program" in Hawaii Revised Statutes Section 103D-1001 to remove federal and state certification requirements related to subminimum wage authorization.

Eliminates the requirement that community rehabilitation programs hold a current certificate from the U.S. Department of Labor under the Fair Labor Standards Act (29 U.S.C. § 214(c)).

Removes the requirement for state certification by the Hawaii Department of Labor and Industrial Relations under Section 387-9.

Retains four core qualification requirements: nonprofit status, organization under U.S. or Hawaii law, location in Hawaii, employment of persons with disabilities, non-distribution of net income, and compliance with occupational health and safety standards.

Takes effect upon approval; does not affect rights, duties, or proceedings that occurred before the effective date.
