Department of Defense shall conduct a vulnerability study to identify areas in Hawaii that should be protected by decorative bollards to prevent motor vehicles from driving onto sidewalks.

Study shall include recommendations for appropriate sources of funding for bollard installation.

Department may consult with FBI Honolulu field office, Hawaii tourism authority, state fusion center, all four county police departments, Hawaii Lodging and Tourism Association, Hawaii Visitors and Convention Bureau, and Waikiki Improvement Association.

Department must submit report with findings, recommendations, and any proposed legislation to legislature no later than twenty days prior to convening of 2022 regular legislative session.

Act takes effect upon approval.
