Adds new section to Chapter 92F (Uniform Information Practices Act) prohibiting the governor from suspending any provision of the public records law or related rules during any emergency period.

Amends Section 127A-13 to clarify that the governor's emergency powers under state law do not include the ability to suspend Chapter 92F provisions, adding explicit exception to the governor's general suspension authority.

Maintains the governor's other emergency management powers while creating a specific carve-out that public records access requirements remain in effect during declared state emergencies.

Takes effect upon approval.
