Exempts lands set aside by the governor to the Hawaii Housing Finance and Development Corporation (HHFDC) for the primary purpose of developing affordable housing from classification as public lands subject to Department of Land and Natural Resources (DLNR) management.

Amends Hawaii Revised Statutes Section 171-2 to clarify that lands designated for HHFDC affordable housing purposes are excluded from the definition of "public lands."

Amends Hawaii Revised Statutes Section 171-64.7 to include HHFDC-held lands in the enumerated list of lands not subject to DLNR's public lands management authority.

Requires that lands held by HHFDC acquired from other government agencies and no longer needed for housing, finance, and development purposes be returned to the public trust administered by DLNR.

Takes effect on July 1, 2021.
