Adds new section to Hawaii Revised Statutes Chapter 127A requiring the Governor to mandate face coverings for all persons outside their homes whenever declaring a state of emergency involving an airborne pathogen.

Permits exemptions from the face covering mandate for persons whose medical condition or disability would be at health or safety risk from wearing a face mask or covering.

Requires the Governor to specify details of any face covering mandate through rules adopted pursuant to section 127A-25.
