Adds new subsection (17) to Section 127A-12(b) of Hawaii Revised Statutes granting the governor authority to assume control, use, or operation of any state facility without cost or requirement of compensation during emergency management.

Renumbers subsequent subsections (17-19) to (18-20) to accommodate the new provision regarding state facility control.

Legislature finds that COVID-19 has caused fiscal and economic catastrophe in Hawaii, requiring full utilization of state facilities to serve public needs without additional costs to residents.

Makes minor grammatical corrections including changing "such" to "a" and adjusting punctuation in subsections (5) and (8).

Effective date is July 1, 2050.
