Establishes a road connectivity task force within the Department of Transportation to assess and improve road access in rural areas and subdivisions with substandard roads statewide.

Task force will evaluate roadways for emergency response challenges, identify alternate routes during closures, determine road connectivity locations for public safety, and improve access during floods, fires, accidents, and other emergencies.

Task force composition includes the Director of Transportation (chair), Director of Office of Planning, representatives from each county's planning, fire, and police departments, emergency medical services members from each county, and members appointed by the Senate President and House Speaker.

Task force shall submit findings and recommendations, including proposed legislation, to the legislature no later than twenty days prior to the 2024 regular session convening.

Task force members serve without compensation but receive reimbursement for necessary expenses; task force is exempt from Hawaii Revised Statutes chapter 92 and ceases to exist after accomplishing its purpose or twenty days before the 2024 regular session, whichever occurs first.
