Excludes claims within the scope of the Individuals with Disabilities Education Act (P.L. 101-476) from the Hawaii Civil Rights Commission's jurisdiction to avoid duplication with existing federal education appeals processes

Updates outdated language in section 368-1.5 from "his or her" to "the individual's" and "which" to "that" for gender-neutral modernization
